No, definitly not.

First of all you should only let Camp & Water members use your camp. Check their CaWa-Cards and IDs. If ever anything happens, you might want to know who you were dealing with.

Of course refuse travelers that disregard your hospitality or do not stick to the rules.

If you are very busy or if you are using your place for a wedding or something, it's up to you to do what you can or can not.?

But don´t forget: Nobody should be refused for no reason! Maybe travelers counted on you and had a hard journey. This community is based on true hospitality, so where is a will there is a way and i´ts not really hostpitable to only receive guests if it's just fun and comfortable.
